Apple iPad steps into international market

Washington: The tablet mania globally had started ever since the day Apple launched its iPad. Now the company has entered to the mass market, drawing long lines of consumers who wait to get their hot selling tablet style computer which is still in short supply in the U.S. market.

The iPad went on sale in nine countries-Australia, Canada, France, Germany, Italy, Japan, Spain, Switzerland and the U.K.-nearly two months after it launched in the U.S on April 3. Since going on sale, Apple has had trouble keeping up with demand, forcing the company to push back the international launch by a month.

Analysts estimate that Apple will sell about 1.7 million iPads in the April-to-June quarter and five million for the year world-wide. "The wildcard is whether they can produce more of them to meet demand, because the demand is there," said Gene Munster, an Analyst for Piper Jaffray.

The global iPhone market is expected to comprise a significant share of overall iPad sales. Munster said that the U.S. likely contributes about a third of Apple's overall iPhone sales, with the rest coming from overseas.

In Tokyo's hip Harajuku shopping district Friday, hundreds of waiting buyers-surrounded by swarms of flashing cameras and television crews-crowded into the flagship store of Softbank, the iPad's exclusive Japanese wireless carrier, when the doors opened at exactly 8 a.m.

At the mobbed Apple store in central London, staff greeted each group of shoppers let into the store with loud cheers. Along with a local crowd, the event had drawn Apple fans from across northern Europe. Bryher Scoudan, a 59-year-old former journalist, had driven 300 miles from Cornwall to get in line at 5 a.m. Michael Eide, 47, who manages a software company, had flown in from Copenhagen to get a 64 gigabyte, 3G iPad. Ian Hanson, a 29-year-old pilot who lives in Paris, labored up the London store's staircase on crutches to snap up an iPad.

The buzz around the iPad propel Apple to over take Microsoft this week to become the world's most valuable technology stock, marking a remarkable turnaround of a company that nearly went out of business in the 1990s.

China invents fastest super computer

Beijing: China has developed a super computer that runs at more than one quadrillion (one thousand million million) calculations per second, making it the fastest one in the country, experts have said.

The super computer named "Xingyun", has been developed in Tianjin, and works at double the speed of "Tianhe-1", the previous fastest machine in China.

The Tianhe-1 was developed by the National University of Defence Technology in October 2009, Li Jun, president of the Dawning Information Industry , was quoted as saying by Xinhua.

"Its peak performance reaches nearly three quadrillion calculations per second, three times the peak speed of Tianhe-1," Li said.

Experts say one second of its work may take a whole day for a dual-core personal computer.

"Xingyun" is the server of "Dawning 6000", jointly developed by the company, Chinese Academy of Sciences Calculation Institution, and the South China Supercomputing Centre, for cloud computing and DNA sequencing purposes, officials said.

By the end of 2010, "Dawning 6000" will be delivered to the National Supercomputing Centre in Shenzhen in Guangdong province for use in information services in southern China, including Hong Kong and Macao.

Beijing-based Dawning Information Industry was founded in 1995 and is the country's leading company in the field of high-performance computers.

Microsoft Announces Availability of Hohm Scores

REDMOND, Wash. — May 26, 2010 — Starting today, more than 60 million homeowners will be able to answer one simple question: “Am I an energy hog or an energy miser?” Microsoft Corp. today announced the availability of the Hohm Score, an estimate of a home’s energy efficiency, offered as part of the company’s free online home energy management tool, Microsoft Hohm. By simply typing in an address at http://www.microsoft-hohm.com, anyone can see the Hohm Score for almost any home in the United States.

“The Hohm Score provides an easy way for anyone to measure their home energy efficiency, and compare it with others. It’s important to note that the average Hohm Score here in the U.S. is a failing grade,” said Troy Batterberry, product unit manager of Microsoft Hohm. “Fortunately, by making some simple changes to your household, consumers can easily achieve a passing mark, and save an estimated tens of billions of dollars each and every year.”

Hohm Scores are calculated by comparing a home’s actual and potential energy efficiency, and is grounded with advanced analytics licensed from Lawrence Berkeley National Labs and statistical data from the Department of Energy. In addition to individual scores, Hohm Scores are available by ZIP code, city and state so anyone can compare a home’s score with others around the country.

The national average Hohm Score comes in at 61, with Hawaii topping the list as having the highest average Hohm Score and with Texas coming in last. Here are the states with the highest and lowest Hohm Score averages:

Highest average Hohm Score

Hawaii – 81
Delaware – 70
Maryland – 70
District of Columbia – 68
New Jersey – 67

Lowest average Hohm Score

47. Arkansas – 53
48. Oklahoma – 52
49. Nevada – 51
50. Tennessee – 51
51. Texas - 51

“The Hohm Score is the first step in helping us all make smarter decisions about our home energy use,” Batterberry said. “If each of the 60 million households improved their Hohm Score by five points, collectively that would equal an estimated $8 billion in savings a year.”

Available today for free to all U.S. residential energy consumers, Hohm is working to help everyone save energy and money by offering insight into home energy usage and by providing personalized recommendations. Hohm has established partnerships with utilities and the Ford Motor Co., and is actively working with these partners to realize a long-term vision of connecting just about anything that uses energy to help automate and optimize energy use for consumers.

FarmDay 2010

Minister for Agriculture, Fisheries and Forestry Tony Burke is asking all Australians to remember the important role of farming families on FarmDay 2010, to be held this weekend.

The Rudd Government is a major supporter of FarmDay 2010, providing $50,000 of funding through Australia’s Farming Future program to bring Australians together. This year 340 families from the city will travel to farms all over the country to experience life on the farm firsthand.

“FarmDay is a very important event that brings city and country Australians together on the farm,” Mr Burke said.

“All over Australia this weekend, city children and country children will be playing and learning together, along with their parents, as farming families welcome their city cousins to showcase the vital role of farmers.

“FarmDay is about increasing the community’s awareness of farming practices, food production and farming life. Better awareness is crucial to the future of our food security and wellbeing.”

FarmDay is the brainchild of the 2007 National Winner and Victorian Winner of the Australian RIRDC Rural Women’s Awards, Deb Bain.

“Families get to see a working farm in action, they make connections with rural people on a personal level, and they see parts of Australia they may not have been to before. A great deal of consciousness-raising and relationship-building goes on during the FarmDay weekend,” said Mrs Bain.

Mr Burke said FarmDay is another great example of the generosity of rural communities, to share their lives with families who may never have been to the bush before.

“Increasing numbers of children have had no experience of where their food actually comes from. To give them the chance to see farming firsthand and make that connection from the paddock to the plate can have great effects on their general knowledge, nutrition, their family’s shopping habits, and their outlook for the future,” Mr Burke said.

“This is the perfect way for children to learn that food doesn't start in the refrigeration aisle of the supermarket, it starts with the family farm.”

For more information, visit www.farmday.com.au or call 1300 367 036.

Obama's Statement on NPT Review Conference

Statement by the President on the Non-Proliferation Treaty Review Conference

The United States welcomes the agreements reached at the 2010 Non-Proliferation Treaty (NPT) Review Conference to strengthen the global non-proliferation regime.

The NPT must be at the center of our global efforts to stop the spread of nuclear weapons around the world, while pursuing the ultimate goal of a world without them. This agreement includes balanced and practical steps that will advance non-proliferation, nuclear disarmament, and peaceful uses of nuclear energy, which are critical pillars of the global non-proliferation regime. It reaffirms many aspects of the agenda that I laid out in Prague, and which we have pursued together with other nations over the last year, and underscores that those nations that refuse to abide by their international obligations must be held accountable.

The document includes an agreement to hold a regional conference in 2012 to discuss issues relevant to a Middle East zone free of weapons of mass destruction (WMD) and their delivery systems. The United States has long supported such a zone, although our view is that a comprehensive and durable peace in the region and full compliance by all regional states with their arms control and nonproliferation obligations are essential precursors for its establishment. We strongly oppose efforts to single out Israel, and will oppose actions that jeopardize Israel's national security.

The greatest threat to proliferation in the Middle East, and to the NPT, is Iran's failure to live up to its NPT obligations. Today's efforts will only strengthen the NPT as a critical part of our efforts to ensure that all nation's meet their NPT and non-proliferation obligations, or face consequences. Together, we must work for a world where nation's benefit from the peaceful power of nuclear energy, while also being secure from the threat posed by nuclear proliferation.

Prime Minister Premier of Victoria Historic health agreement signed 29 May 2010

The Prime Minister and Victorian Premier today signed a historic agreement to deliver a National Health and Hospitals Network.

The National Health and Hospitals Network will improve health outcomes for the people of Victoria and the sustainability of the Victorian health and hospitals system.

This agreement delivers the most significant reform to our health and hospitals system since the introduction of Medicare.

The National Health and Hospitals Network will deliver a dominant funder, so that patients in Victoria are no longer shunted from one system funded by the State Government to another funded by the Australian Government.

Under this reform, the Australian Government will:

- become the dominant funder of public hospitals, funding 60 per cent of the nationally efficient price of every public hospital service provided to public patients
- fund 60 per cent of building, equipment, teaching, training and services;
- fund all GP and primary care services and all aged care services.
This new National Health and Hospitals Network also means that hard working doctors and nurses will have more say in the way their local hospital is run, through Local Hospital Networks and new primary health care organisations.

From July 1 this year, the Australian Government will start delivering $1.5 billion in additional funding for Victoria over the next four years, this will provide:

- $402 million for 326 new sub-acute hospital beds
- A four hour target on emergency department waiting times, backed by a $181 million investment in additional capital and recurrent funding
- A target of 95 per cent of people receiving elective surgery within clinically recommended times, backed by a $194 million investment in additional capital and recurrent funding.
- $112 million to provide coordinated care for around 65,000 patients with diabetes
- $128 million to support more aged care places and improved access to GP and primary health care services in aged care
- $278 million to train more doctors and allied health professionals and to support the nursing workforce in Victoria.
- $37 million for youth friendly mental health services and more mental health nurses

The Australian Government will also deliver a minimum of $3.8 billion in top-up funds between 2014-15 and 2019-20, to guarantee sustainable funding for Victoria's health and hospital system.

Today's agreement delivers fundamental reform to ensure that the Victorian health and hospitals system can cope with the pressures of a growing and ageing population.

It will deliver a nationally funded and locally controlled health system that will ensure that future generations of Australians enjoy access to universally accessible health care.

Governor Lingle Announces End of Furlough

The agreement was made possible due to a unique three-way public-private partnership between the State, teachers and the major banks in Hawaii

Governor Linda Lingle, Board of Education Chairperson Garrett Toguchi, and Department of Education Interim Superintendent Kathryn Matayoshi announced all 17 “Furlough Fridays” scheduled for the upcoming 2010-2011 school year will be eliminated from the public school calendar, returning nearly 171,000 children back to the classroom.

The plan calls for use of $57.2 million from the Hurricane Relief Fund, $2.2 million in federal funds, and six planning days the teachers have agreed to give back to the state. A $10 million line of credit from local banks is also available if needed.

“I am happy to announce that furloughs are over and children will be able to return to the classroom for the entire upcoming school year. We have been able to do this without laying off teachers, increasing the size of classes, raising taxes, or adversely impacting the State budget,” Governor Lingle said. “I am particularly proud that the major banks in our state stepped up and offered a line of credit that will give the Department of Education access to additional funds, if needed, to help end the furloughs.”

“On behalf of our teachers, principals, school officials and support staff, I am pleased we were able to reach this agreement today and allow teachers to start their summer recess knowing instructional time has been restored,” said Interim Superintendent Matayoshi.

“Students, administrators, teachers, staff and parents ought to be commended for being resilient, keeping their heads high and doing everything they could to weather a difficult academic year,” said Board of Education Chairperson Toguchi. “While we worked hard to avoid and end furloughs in the past year, I’m glad funding has now been approved to support the supplemental agreement reached between the Board of Education and the Hawai`i State Teachers Association, giving back to students all the days they deserve to be in school.”

“Although furloughs are behind us now, improving public education is a never-ending task, and our continued support will be critical to keep student achievement rising and to prepare graduates for college and careers,” Toguchi added.

Governor Lingle signed Act 143 (SB2124 SD2 HD1 CD1) which makes $67 million available from the State Hurricane Relief Fund to restore instructional days. Governor Lingle has pledged to release $57.2 million appropriated under this act to restore 11 of the 17 furlough days.

Teachers, through a supplemental agreement signed by the Hawai`i State Teachers Association and the Board of Education, have agreed to give up six paid teacher planning days.

Because the Department of Education has said it may need additional funding beyond the $57.2 million from the Hurricane Relief Fund and $2.2 million in federal funds the Governor has pledged to release, a group of local banks has agreed to provide a line of credit of up to $10 million to assist the department if necessary. The line of credit has no upfront costs and the banks have generously offered to give back all interest costs.

“Hawai`i’s banking community is pleased to partner with the Governor, Legislature and the DOE/BOE in putting our students first and closing the chapter on Furlough Fridays," stated Don Horner, chairman and CEO of First Hawaiian Bank.

The Board and Department of Education will now begin its work to finalize the official calendar for the 2010-2011 school year.

In addition to the hurricane relief money, Governor Lingle has pledged to release up to $2.2 million in federal State Fiscal Stabilization Funds to make certain charter school students also have a full school year. The money is from the American Recovery and Reinvestment Act Part B funds, which governors have discretion over how to use. Governor Lingle has elected to dedicate all of the Part B funds toward improving the quality of public education.

“While most of the 31 charter schools managed to find innovative ways to minimize the impact of furloughs, including 17 charter schools that did not take any furlough days, they should not be penalized and need extra funds to avoid furloughs in the coming school year,” Lt. Governor James R. “Duke” Aiona, Jr. said.

The money appropriated from the Hurricane Relief Fund does not become available until July 1, 2010 and the law requires any unused amount to be returned back to the hurricane fund. Because money in the Hurricane Relief Fund is invested, the Administration will work with the Department of Education to make money from the fund available in a manner that does not adversely impact the fund’s interest earnings.

“We recognize that this has been a very difficult time for our state, including our students, teachers and other school employees, parents and the general community,” said Governor Lingle. “I appreciate the public’s patience as we worked to return students to the classroom without creating a budget deficit.”

“At this time, our focus is to look forward to ensure all Hawai`i students get the most out of their time in the classroom by working together to improve the overall quality of education,” the Governor added.

Remarks by President Obama on BP Oil Spill

THE PRESIDENT: Good afternoon, everybody. I know it's a little warm out here so want to get started. I've just had a meeting with these governors, members of Congress, local officials, as well as Admiral Thad Allen, the National Incident Commander in charge of response efforts to the BP oil spill. Admiral Allen gave us an update, the latest information on both the efforts to plug the well, as well as giving us an update on arrangements and coordination that's being made with respect to mitigating this damage that's been done.

He updated us on these latest efforts to stop the leak, mitigate the damage to the great beaches of the Gulf coast, and I had the chance to visit with -- Charlotte -- a beach like Port Fourchon that gives you a sense of what extraordinary efforts are being made at the local level, but also the damage that we're already starting to see as a consequence of this spill.

Now, our mission remains the same as it has since this disaster began, since the day I visited Louisiana nearly four weeks ago: We want to stop the leak; we want to contain and clean up the oil; and we want to help the people of this region return to their lives and their livelihoods as soon as possible. And our response treats this event for what it is: It's an assault on our shores, on our people, on the regional economy, and on communities like this one. This isn't just a mess that we've got to mop up. People are watching their livelihoods wash up on the beach. Parents are worried about the implications for their children's health. Every resident of this community has watched this nightmare threaten the dreams that they've worked so hard to build. And they want it made right, and they want to make it right now.

I just had a chance to listen to Mayor David Carmadelle of Grande Isle, our host here, telling us heartbreaking stories about fishermen who are trying to figure out where the next paycheck is going to come from, how are they going to pay a mortgage or a note on their boat. And he is having to dig into his pocket at this point to make sure that some of them are able to deal with the economic impact. So this is something that has to be dealt with immediately, not sometime later. And that's everybody's driving focus -- everybody who is standing behind me. This is our highest priority and it deserves a response that is equal to the task.

That's why this has already been the largest cleanup effort in U.S. history. On the day this disaster began, even as we launched a search and rescue effort for workers on the drilling rig, we were already staging equipment in the event of a larger-scale spill. By the time we discovered the third breach, a week after the Deepwater Horizon platform sank, we had already stationed more than 70 vessels and hundreds of thousands of feet of protective boom on site.

Today, there are more than 20,000 people in the region working around the clock to contain and clean up this spill. We've activated about 1,400 members of the National Guard across four states. Nearly 1,400 vessels are aiding in the containment and cleanup effort. And we deployed more than 3 million feet of hard and sorbent boom, including an additional 100,000 just yesterday for these parishes in Louisiana that face the greatest threat.

Now, I've made clear to Admiral Allen and I did so again today that he should get whatever he needs to deal with this crisis. Whatever he needs, he will get.

Right now, we're still within the window where we don't yet know the outcome of the highly complex top kill procedure that the federal government authorized BP to use to try to stop the leak. If it is successful, it would obviously be welcome news. If it's not, a team of some of the world's top scientists, engineers and experts, led by our Energy Secretary and Nobel Prize-winning physicist Steven Chu, has for some time being -- has for some time been exploring any and all reasonable contingency plans.

But our response will continue with its full force regardless of the outcome of the top kill approach -- because even if the leak was stopped today it wouldn't change the fact that these waters still contain oil from what is now the largest spill in American history. And more of it will come ashore.

To ensure that we're fully prepared for that, and in accordance with input from folks down here, I've directed Secretary Napolitano and Admiral Allen to triple the manpower in places where oil has hit the shore or is within 24 hours of impact. This increase will allow us to further intensify this already historic response, contain and remove oil more quickly, and help minimize the time that any oil comes into contact with our coastline. That means deploying more boom, cleaning more beaches, performing more monitoring of wildlife and impact to this ecosystem.

We're also going to continue to do whatever it takes to help Americans whose livelihoods have been upended by this spill. Gulf Coast residents should know that we've gathered all pertinent information regarding available assistance and the federal response in one place at whitehouse.gov.

We have ordered BP to pay economic injury claims, and we will make sure they deliver. And the parish presidents and governors here in Louisiana were already giving us some sense of some of the bureaucratic problems that we're going to have to cut through, but we are going to cut through them. And for those who are in economic distress, if you've already filed a claim and you're not satisfied with the resolution, then whitehouse.gov will point you in the right direction.

As I said yesterday, the Small Business Administration has stepped in to help businesses by approving loans, but also as important, allowing many to defer existing loan payments. A lot of folks are still loaded up with loans that they had from Katrina and other natural disasters down here, so they may need some additional help.

If you're a small business owner and you weren't aware of some of the programs that have been put in place or haven't participated, then, again, the White House website will connect you to the resources you need. And we are making sure that all the parish presidents know, and folks like the mayor, other local officials are going to be aware of how they can get immediate help from us.

What's more, we've stationed doctors and scientists across the five Gulf States to look out for people's health and then to monitor any ill effects felt by cleanup workers and local residents. And we've begun setting up a system to track these efforts -- excuse me, to track these effects -- and ensure folks get the care that they need. And we've told BP that we expect them to pay for that, too.

As I've said before, BP is the responsible party for this disaster. What that means is they're legally responsible for stopping the leak and they're financially responsible for the enormous damage that they've created. And we're going to hold them accountable, along with any other party responsible for the initial explosion and loss of life on that platform.

But as I said yesterday, and as I repeated in the meeting that we just left, I ultimately take responsibility for solving this crisis. I'm the President and the buck stops with me. So I give the people of this community and the entire Gulf my word that we're going to hold ourselves accountable to do whatever it takes for as long as it takes to stop this catastrophe, to defend our natural resources, to repair the damage, and to keep this region on its feet. Justice will be done for those whose lives have been upended by this disaster, for the families of those whose lives have been lost -- that is a solemn pledge that I am making.

I think I can speak for anybody here, and for anybody who has been involved in the response and the cleanup effort, and for most Americans, when I say that I would gladly do whatever it takes to end this disaster today. But I want to also repeat something that I said to the group as a whole while we were meeting. This is a manmade catastrophe that's still evolving and we face a long-term recovery and restoration effort.

America has never experienced an event like this before. And that means that as we respond to it, not every judgment we make is going to be right the first time out. Sometimes, there are going to be disagreements between experts, or between federal and state and local officials, or among state officials, or between states, about what the most effective measures will be.

Sometimes, there are going to be risks and unintended consequences associated with a particular mitigation strategy that we consider. In other words, there are going to be a lot of judgment calls involved here. There are not going to be silver bullets or a lot of perfect answers for some of the challenges that we face.

Understandably, the feelings of frustration and anger, the sense that any response is inadequate -- we expect that frustration and anger to continue until we actually solve this problem. But in the meantime, we've got to make sure that everybody is working in concert, that everybody is moving in the same direction. And I want everybody to know that everybody here -- at every level -- is working night and day to end this crisis. We're considering every single idea out there, especially from folks who know these communities best.

Admiral Allen announced yesterday, for example, that, after a bunch of back-and-forth between state and federal experts, he is prepared to authorize moving forward with a portion of the idea for a barrier island that may stop some of the oil from coming ashore. We had an extensive conversation about this and -- to see whether additional steps can be taken on this barrier island idea.
And what I told the parish president, what I told the Governor, is that if there is an idea that can be shown to work, then we should move forward on it, and they deserve quick answers. But I also reminded everybody that we've got to make sure that whatever we do is actually going to work, particularly because we're going to have not unlimited resources, at least not right now. For example, there's a limited amount of boom. We're going to try to get more boom manufactured. But that may take some time, and that means we're going to have to make some decisions about how to deploy it effectively.

The bottom line is this: Every decision we make is based on a single criterion -- what's going to best protect and make whole the people and the ecosystems of the Gulf.

And I want to thank everybody in this region who's rolled up their sleeves and pitched in to help -- from the National Guard putting their experience to the task, to the local officials and every citizen who loves this area and calls it home, every American who's traveled to the region to lend a hand. If any American is looking for ways to volunteer and help, then we've put links to that information on our website, as well -- that's whitehouse.gov.

And, all these governors -- Bobby Jindal, as well as Charlie Crist and Bob Riley, they want -- and I know Haley Barbour is not here but I think he agrees with this, as well -- one of the powerful ways that you can help the Gulf right now is to visit the communities and the beaches off of the coast. Except for three beaches here in Louisiana, all of the Gulf's beaches at this moment are open, they are safe and they are clean. And so that's always a good way to help, is to come down and provide support to the communities along the coasts.

To the people of the Gulf Coast: I know that you've weathered your fair share of trials and tragedy. I know there have been times where you've wondered if you were being asked to face them alone. I am here to tell you that you're not alone. You will not be abandoned. You will not be left behind. The cameras at some point may leave; the media may get tired of the story; but we will not. We are on your side and we will see this through. We're going to keep at this every day until the leak has stopped, until this coastline is clean, and your communities are made whole again. That's my promise to you. And that is a promise on behalf of a nation. It is one that we will keep.

And I will make one last point -- and I said this to every leader who is here: If something is not going right down here, then they need to talk to Thad Allen. And if they're not getting satisfaction from Thad Allen, then they can talk to me. There's nobody here who can't get in touch with me directly if there is an idea, a suggestion, or a logjam that needs to be dealt with.

So we're in this together. And it's going to be a difficult time, and obviously the folks down here are going to be feeling the brunt of it, but we're going to make sure that we're doing everything we can to get this solved as quickly as possible.

And I want to again think everybody here for the extraordinary work that they're putting in. You shouldn't underestimate how hard these folks are working, day in, day out, on behalf of their constituencies.

So thank you very much. Thank you, everybody. (Applause.)

Q: Mr. President, how confident are you that it will be -- that the leak will be plugged soon?

THE PRESIDENT: All I can say is that we've got the best minds working on it and we're going to keep on at it until we get it plugged.

Carson's Speech at Celebration of Africa Day

Good evening. I would like to thank the Organizing Committee for the kind invitation to speak here tonight. It is an honor for me and the Department of State to celebrate the 47th anniversary of the founding of the Organization of African Unity. Africa Day is especially significant this year because many countries, including Nigeria, the Democratic Republic of the Congo, Cameroon, and most of francophone Africa, are also commemorating fifty years of independence from colonial rule.

This is an appropriate occasion to champion the positive ideals behind Africa's quest for independence and unity, but also soberly assess the tough challenges the continent continues to face. The United States was a strong advocate of African independence, and today remains determined to support its African partners in dealing with these challenges. However, as I shall note in my remarks this evening, our ability to achieve our shared long-term goals of democracy, stability, and prosperity on the continent depends entirely on the integrity and effectiveness of African leadership.

In 1960, the world was struggling to break free of a violent and unjust past and to live by higher ideals and principles. Europe was still rebuilding from the Second World War, and much of it was two to three decades away from becoming fully democratic. The principles of self-determination and racial equality were only gradually gaining acceptance. Africa's independence at that time marked a major milestone in that struggle and a moment of great optimism. After nearly 80 years or more of colonial subjugation, most Africans were now free to govern themselves and become accepted actors on the international stage. Self-rule took longer to achieve and cost more blood in a number of countries including South Africa, Zimbabwe, and the former Portuguese colonies, but the foundation for independent African nation states was firmly in place by 1960 and reinforced with the creation of the Organization of African Unity on this day three years later.

African independence has particular significance for the United States because of our interconnected histories and the principles of human rights and self-determination enshrined in the U.S. Constitution and Declaration of Independence. A little over 12 percent of the U.S. population is of African descent, and many of our neighbors in the Caribbean and South America have large African diaspora populations. The exchange of political ideas between African nationalist movements and the civil rights movement in the United States date to at least the late nineteenth century. Religious, musical, cultural, and artistic connections also run deep. Nobody embodies these connections more than our current president, who has drawn inspiration and wisdom from the experiences of his Kenyan father, as well as the struggle for civil rights in America.

Despite their inspirational beginnings, many African states did not have the best of leadership in the ensuing decades of independence. Individuals committed to fairness, integrity, and democratic nation building - such as Botswana's first president Seretse Khama and Senegal's first president Leopold Senghor - were exceptions. In most other cases, a range of factors including corruption, weak democratic institutions, authoritarianism, and ethnic chauvinism resulted in coups, military governments, armed conflict, human rights abuses, atrocities, and genocide.

Many African leaders violated the core human rights and sovereignty principles enshrined in the OAU charter, and some treated their populations as badly if not worse than their colonial predecessors. Mismanagement, embezzlement of state revenues, and centralized approaches to economic management, precipitated economic decline and the deterioration of infrastructure and government services. Cold War rivalries also fueled conflict in countries such as Chad, Angola, and Mozambique.

Since the early 1990s, a growing number of African states have managed to stabilize themselves through varying combinations of improved leadership and international involvement. Although still encumbered by numerous problems, post-conflict states such as Sierra Leone, Liberia, Mozambique, Rwanda, and Angola are nonetheless at peace and in varying stages of recovery and democratic transition.

In Ghana, the government of Jerry Rawlings instituted economic reforms and gradually opened up to multiparty democracy. Rawlings himself gracefully stepped down and handed power to an opposition government after completing his constitutionally authorized two terms. His successor, John Kuffuor, did likewise last year, handing power back to the opposition after his own party lost in narrow elections. In Mali, then General Amadou Toumani Toure handed power to an elected civilian government in 1992 after having ousted an authoritarian military regime the year before. His successor Alpha Omar Konare stepped down ten years later after serving his constitutionally authorized two terms. Benin and Senegal have also benefited from the willingness of their leaders to respect constitutional mandates and elections that turn them out of office.

In South Africa, Nelson Mandela and F.W. de Klerk defied expectations of a racial civil war by peacefully negotiating an end to apartheid between 1990 and 1994. Mandela defused racial tensions and voluntarily stepped down after only one term. His successor, Thabo Mbeki, accepted political defeat and resigned in 2008 just before the end of his second term after being recalled by his party.
In the economic sphere, we have also seen notable progress in many parts of Africa, with almost a decade of sustained growth prior to the onset of the global financial crisis. Over the past two decades, Mauritius, Ghana, Rwanda, Botswana, Tanzania, Uganda, and Cape Verde have liberalized their economies, embraced market reforms, and adopted pro-business policies, including reducing the time it takes to start a business.

Though significant, these and other improvements are measured against very low points in Africa's past. In my view, the continent as a whole has yet to overcome challenges that prevent it from realizing its full potential as was envisioned at independence. Some countries are drifting back towards authoritarianism as the political space becomes more constrained and civil society and opposition groups experience increasing intimidation. Over the past two years, Mauritania, Guinea, Niger, and Madagascar have experienced military coups. Cote d'Ivoire has not had a presidential election since 2000 and continues to postpone the electoral process. The Central African Republic recently suspended planned elections because of lack of preparation. Nigeria, whose elections in 2007 were the most fraudulent and disorganized in the country's history, has not yet implemented the necessary reforms to hold good elections next year. In Zimbabwe, ruling ZANU-PF government officials continue to
hinder democracy through harassment of the opposition and civil society and failure to honor their obligations to open the political space as called for in the Global Political Agreement.

Despite the economic growth I cited earlier, Africa's share of global GDP last year was only about 1.6 percent and its share of global trade is down to about 1.8 percent from its historic high of 3 percent in 1976. Life expectancy is about 51 years, compared to 64 years for South Asia and 68 for Arab States. In most cases, Africa's tremendous wealth in natural resources has not translated into greater prosperity for its people. Africa faces a massive digital divide with the rest of the world, which further inhibits the ability of African companies to compete on the global stage. Every year, the brain drain siphons off many of Africa's best and brightest professionals, further damaging competitiveness.

Though greatly reduced compared to the 1990s, conflict continues to inflict high humanitarian costs in some parts of Africa, particularly Somalia, Darfur, and eastern DRC. The Lord's Resistance Army continue to operate across national borders, fomenting instability, terrorizing villages, abducting women and children, and committing atrocities. Periodic eruptions of communal violence in Nigeria and clashes between rival militias in Southern Sudan are indicative of underlying tensions that could escalate into more intense and sustained conflict if not dealt with effectively.

In his speech last summer in Accra, President Obama was clear that the United States stands with our African partners as they seek to confront these challenges. In the area of good governance and democracy, we intend to work with the international community and civil society to strengthen democratic institutions, including independent elections commissions, and preserve the democratic gains made in recent years.

We will continue to promote economic growth and development, including through our worldwide $3.5 billion dollar food security initiative, Feed the Future, which will assist 12 African focus countries, complementing their own positive efforts under the Comprehensive Africa Agriculture Development Program--CAADP. The Obama administration is committed to working with our African partners to maximize the opportunities created by the African Growth and Opportunity Act--AGOA. We also continue to explore ways to promote African private sector growth and investment, especially for small and medium-sized businesses.

In the public health sector, we remain committed to working side-by-side with African governments and civil society to ensure that quality treatment, prevention, and care are easily accessible to communities throughout Africa. The Obama administration has continued the PEPFAR Program and the fight against HIV/AIDS, and the President's Malaria Initiative, to combat malaria, the number one killer of children under the age of five on the continent. To meet public health challenges throughout Africa we have pledged $63 billion in PEPFAR and other health-related funding over the next five years.

The President has demonstrated his commitment to ending armed conflict on the continent by appointing a Special Envoy, General Scott Gration, for Sudan, as well as a Special Advisor for the Great Lakes, former Congressman Howard Wolpe. The United States is proactive in working with African leaders, civil society organizations, and the international community to prevent new conflicts. We continue to provide training and equipment to African peacekeepers through ACOTA and other programs under the Global Peace Operations Initiative, and we are committed to supporting the AU's vision of an African Peace and Security Architecture, including the African Standby Force.

We are working to help address transnational challenges by bolstering African maritime security capabilities with vessels and training, and supporting the fight against violent extremism through multi-faceted programs like the Trans-Sahara Counterterrorism Partnership and the East Africa Regional Security Initiative. The United States is committed to working with Africans to find viable solutions to adapt to the severe consequences of climate change, and is working to build a sustainable, clean energy, global economy.

Fifty years ago, the United States and the world saw immense potential in Africa, both in terms of its natural resources and human capital. We still do. With the right reforms and leadership, and continued support from the international community, Africa could experience the type of change witnessed in Asia and Latin America over the past two decades.

But, as President Obama emphasized during his speech in Ghana, our policies are based on the premise that "Africa's future is up to Africans." Without a corresponding commitment from African leaders to enact the reforms and policies required to bring about real change, we cannot hope to achieve our shared goal of a more peaceful, prosperous, and free Africa.

Thank you.

Obama: We Will Stop Gulf Oil Leak

Washington - President Obama said the oil leak in the Gulf of Mexico is a tragedy that is difficult to stop, but the U.S. government is exploring all reasonable strategies in an effort to plug the leak and mitigate the ecological and economic damage.

Speaking to reporters May 27 at a White House press conference, Obama said the federal government is overseeing the actions taken by British Petroleum (BP) to plug the leak at its offshore well, saying government officials are "authorized to direct BP in the same way that they'd be authorized to direct those same teams if they were technically being paid by the federal government."

But he acknowledged that the U.S. government "does not possess superior technology to BP" or other oil companies when it comes to capping the well and stopping the leak.

"The fact that the source of the leak is a mile under the surface where no human being can go has made it enormously difficult to stop. But we are relying on every resource and every idea, every expert and every bit of technology, to work to stop it. We will take ideas from anywhere, but we are going to stop it," Obama said.

The president visited Fourchon Beach in Louisiana May 28 on his second visit to the region since the oil spill began April 20. He met with local officials and others who are working to contain and clean up the damage from what has now become the worst oil spill in U.S. history, surpassing the 1989 Exxon Valdez disaster.

"Obviously the concern ... is that until we actually stop the flow, we've got problems," the president said at Fourchon Beach. He was joined by the national incident commander, U.S. Coast Guard Admiral Thad Allen, and Louisiana's LaFourche Parish President Charlotte Randolf .

"It may be that there's some additional strategies, Madam President, that you're interested in pursuing," he told Randolf.
In his White House remarks, Obama said the government-directed effort to contain and clean up the damage "is now the largest effort of its kind in U.S. history," comprising personnel and resources from federal, state and local governments.

"So far we have about 20,000 people in the region who are working around the clock to contain and clean up this oil. We have activated about 1,400 members of the National Guard in four states. We have the Coast Guard on site. We have more than 1,300 vessels assisting in the containment and cleanup efforts," he said.

But the president acknowledged that even with a perfect organizational structure in place, a "big mess" is coming to the shores and wetlands of Louisiana and other U.S. Gulf states.

"There's going to be damage that is heartbreaking to see. People's livelihoods are going to be affected in painful ways. The best thing for us to do is to make sure that every decision about how we're allocating the resources that we've got is being made based on the best expert advice that's available," he said.

Gulf residents and many Americans are feeling anger and frustration as the area damaged from the spill grows larger. "Every day I see this leak continue, I am angry and frustrated as well," Obama said.

Although the president said he holds BP responsible for the disaster and said the company will be held fully accountable for the damage, he said that in the meantime, "my job is to get this fixed."

"I take responsibility. It is my job to make sure that everything is done to shut this down. That doesn't mean it's going to be easy. It doesn't mean it's going to happen right away or the way I'd like it to happen. It doesn't mean that we're not going to make mistakes. But there shouldn't be any confusion here. The federal government is fully engaged, and I'm fully engaged," he said.

At the same time, Obama said, his administration is seeking to ensure that "a catastrophe like this never happens again."

He condemned "the oil industry's cozy and sometimes corrupt relationship with government regulators," saying the disaster shows that "for years, the oil and gas industry has leveraged such power that they have effectively been allowed to regulate themselves."

The government agency previously responsible for both allowing oil drilling and regulating it has since seen those two functions separated, he said.

In addition, Obama said he has suspended planned oil exploration and drilling permits in the Gulf and off the coast of Alaska, canceled oil lease sales in the Gulf and off the coast of Virginia, and will continue the existing moratorium on issuing new permits to drill deepwater wells.

Although domestic oil production must be part of the energy strategy for the United States, Obama said, "this economic and environmental tragedy ... underscores the urgent need for this nation to develop clean, renewable sources of energy."

"Doing so will not only reduce threats to our environment. It will create a new homegrown American industry that can lead to countless new businesses and new jobs," he said. He added that future technological breakthroughs are still necessary for the country to transition to a pure clean-energy grid.

RIL makes fifth oil discovery

Mumbai, (India) May 28, 2010: Reliance Industries Limited (RIL) announced its fifth oil discovery in exploration block CB-ONN-2003/1 (CB 10 A&B), awarded under the NELP-V round of bidding. The block CB-ONN-2003/1 is located at a distance of about 130 kms from Ahmedabad, Gujarat, in the Cambay basin.

RIL drilled the well CB10A-J1 to a total depth of 1957 metres in Part A of the block, with the objective of exploring the play fairway in the Miocene Basal Sand (MBS) of Babaguru formation and Eocence Pays of Kalol formation. Hydrocarbon bearing zone was identified at a depth of 1376-1385.5 metres in the Miocene Basal Sand (MBS) of Babaguru formation. Conventional production testing was carried out in the interval of 1376-1381.5 m. The well flowed at a rate of 255 barrels of oil per day (bopd), through a 6-mm bean with a flowing tube head pressure of 180 psi.

The discovery is significant as this play fairway is expected to open more oil pool areas, leading to better hydrocarbon potential within the block. The block covers an area of 635-sq km in two parts viz., Part A & Part B. RIL, as Operator, holds 100% Participating Interest (PI) in the block. While the entire block was covered with 2D seismic, nearly 80% of the block area also has 3D seismic coverage. Of the fifteen (15) exploratory wells drilled in the block by RIL so far, 11 are located in Part-A and the remaining 4 in the Part B of the block. RIL is continuing further exploratory drilling efforts in the block.

This discovery, named ‘Dhirubhai–48’, the fifth oil discovery in the block so far, has been notified to the Government of India and to the Director General of the Directorate General of Hydrocarbons. The potential commercial interest of the discovery is being ascertained through more data gathering and analysis.

This discovery supplements RIL’s understanding of the petroleum system in the Cambay basin in general and the block in particular. Based on interpretation of the acquired 3D seismic campaign in the contract area, RIL has identified several more prospects at different stratigraphic levels with upside potential.

Prince of Persia Movie Review - The Sands of Time

Prince of Persia: The Sands of Time is a 2010 fantasy adventure film written by José Alberto Villa García, Boaz Yakin, Doug Miro, and Carlo Bernard, directed by Mike Newell, and produced by Jerry Bruckheimer. The film is loosely based on the 2003 video game of the same name, developed and released by Ubisoft Montreal.

The film stars Jake Gyllenhaal as Prince Dastan, Gemma Arterton as Princess Tamina, Ben Kingsley as Nizam, and Alfred Molina as Sheik Amar, this the first film directed by Mike Newell to be distributed by Disney (though he directed two films by Miramax Films, but that was before Disney Bought the company).

Despite the film being primarily based on The Sands of Time, elements from Warrior Within and The Two Thrones are also incorporated.

Review: Advance word suggests that Prince of Persia might be the first decent videogame-to-film adaptation. Jake Gyllenhaal is the Prince, leapin' and stabbin' his way across sandswept rooftops alongside Gemma Arterton's feisty princess. We still reckon Will Smith as the Fresh Prince of ... read morePersia would have been better.

Jerry Bruckheimer strolled on stage in front of the massive Leicester Square Odeon screen with the director Mike Newell and both men were thrown bubblegum questions by television's Alex Zane. Five minutes of obliged gushing followed: gushing about the film, gushing about its stars, gushing about each other. I half expected a man with a mop and bucket to follow these gentlemen on stage, such was the gushing. That's Hollywood, I guess.

The night before this press screening of Prince of Persia: The Sands of Time ("PoP:TSoT") I had attended the BBC's election party, the consequence of which was getting only two hours' sleep, a monster hangover and the worst working day of my professional career to date. So I entered the cinema in a semi-vegetative state with an exhausting headache. It may have been because of this predicament that, against all expectations, I rather enjoyed the movie. Indeed, my mental activity was probably akin to that of the film's target audiences: children and video-gamers, no disrespect meant to either group.

PoP has been a popular platform computer game since the early 90s and this aspect of the character's history is represented faithfully in the film - it has a very gamey feel to it. Impressive parkour allows the Prince to leap around the film as if he were being controlled a skilled 'gamer'. The dialogue is, for the most part, cumbersome and lazy, just like the tedious interludes in a computer game when the play stops and you are transported into a conversation with an informative avatar, except in the film you can't press A to skip. There are little outcrops of humour in the script but these very much feel as though they have been crow-barred in to later drafts, rather than having been woven in to the original.

The plot goes a little like this. Prince Dastan (Jake Gyllenhaal) must run away from his family and his country as he has been falsely accused of doing a bad thing. For an unknown reason he grabs the Princess (Gemma Arterton) on his way out and whisks her away with him. So they start out on the run, being chased by angry Persians. At the beginning, of course, the Prince and the Princess don't seem to get along, as is the way with all uncreative screen romances but rest assured by the end of the film they get along famously. The main body of the film follows them desperately evading their hunters, getting into various scrapes along the way and it's all quite exciting, especially when the unit of menacing Persian black-ops 'Hassassins' are unleashed. The CGI-laden grand finale sequence is pure, unbelievable fantasy which cements the film in the 'children' genre.

PoP:TSoT was filmed in Pinewood Studios, England (and also in Morocco, Africa) so most of the cast are British. Perhaps this explains Gyllenhaal's use of an English accent - poor old Jake just wants to fit in with us Limeys. The accent is perfectly acceptable and his performance is good considering this is his first dig at an action hero. Arterton's face is well cast as the beautiful princess and her acting is less pouty than Bruckheimer's other muse (Keira Knightley), although still a little bit pouty. Sir Ben Kingsley doesn't seem out of place as the Prince's trusted uncle and his fee from this performance will presumably see him through his next ten low budget art house ventures.

Having cat-o-nine-tailed the Pirates of the Caribbean franchise to death, Bruckheimer has simply used the same formula and plonked it into a Persian theme, except this version is lot less snappy, lazier (probably to do with the absence of Johnny Depp). However, it is a mildly enjoyable action romp if you go in expecting just that, and it will surely be one of the summer's smash hits. If you're looking for mental stimulation then you will be disappointed. In fact, if you aren't a child or a gamer, it might be best to drink a lot (responsibly) and deprive yourself of sleep the night before viewing.
